摘    要:分析了目前国内管道工程项目采购成本的控制现状,从工程的设计方、施工方、采购方和供货方四个方面分析了影响采购成本的主要因素。同时提出降低采购成本的有效途径,即对内实现采办、物流队伍的专业化,保证采办与业主、设计和施工之间有效沟通,主动解决设计变更和施工变更对采办工作的影响,倡导标准化设计和标准化采购,推行集中采购和招标采购,充分盘活库存剩余物资,合理设置中转站和优化物流配送。对外与供货商建立战略联盟,实现规模生产,分享规模效益。

Abstract:This article introduced current status of procurement costs of pipeline project,analyzed main effect factors on procurement costs from 4 aspects,such as project designer,construction party,purchaser and supplier.At the same time,it put forward several effective ways to reduce procurement costs,from the internal enterprises,it should realize the specialization of procurement and logistics team,ensure effective communication between the purchaser and the owner,as well as the designer and construction party.,push centralized purchasing and tendering,fully activate surplus materials,reasonably set transshipment station and optimize logistics.For the outside enterprises,it should build strategic alliances with suppliers to realize scale production and share scale benefit.
