南水北调西线工程新情况及调水思考

南水北调西线工程涉及青藏高原三江源头和藏族聚居区,地质生态脆弱,民族宗教敏感,调水水源不可靠,西线工程不可行,不易行.近年来,黄河泥沙锐减,水权转换试点和节水成效初显.南水北调东线中线竣工,西线调水途径拓宽,西线工程不必行,不应行.调水思路：调整“八七分水”方案,调整西线取水位置,保水节水以增加黄河水源,推进水权置换和节水行动,上中下游统筹,黄河、长江两全,高水高用,量水而行,转变发展方式,建设健康河流.

The New Deliberation on the West Route of South-to-North Water Diversion Project and Thinking of Water Diversion

The west route of South-to-North Water Diversion Project （The West Route Project） relates to theheadwaters area of the Three Rivers in Qinghai Tibet Plateau and the Tibetan inhabited area, where the geologicalenvironment and ecological environment are vulnerable, the ethnic and religious issues are sensitive, the watersources for water diversion are not reliable. Therefore the West Route Project is not feasible and not easy to implement.In recent years, the sediment of the Yellow River dropped sharply, the east route and the middle route ofSouth-to-North Water Diversion Project has completed. There are new ways for the west route of South-to-NorthWater Diversion Project. So the West Route Project is not necessary and should not be implemented. The newideas for water diversion are as follows： adjusting the 1987 water diversion scheme; adjusting the location of waterdiversion for the West Route Project; increasing the Yellow River water by water retention and water saving;promoting water right replacement and water-saving action; overall planning of the upper, the middle, and thelower reaches of the Yellow River; using the water in the upper reaches of the Yellow River locally; developingaccording to the water supply; changing the mode of development; constructing healthy river.
