地质调查项目绩效评价方法及应用

在总结我国地质调查项目绩效评价实践探索3个阶段的基础上，提出了基于不同评价目的的地质调查项目绩效评价类型：以科学反映地质调查作用和贡献为目的的地质调查项目效益评价、以内部管理为目的的地质调查项目绩效评价、以监督决策为目的的地质调查项目绩效评价，并简述了各类绩效评价的特点。从3个思路转变、2种评价体系以及4个评价步骤等方面，重点介绍了以内部管理为目的的绩效评价方法和程序。最后指出要把绩效评价作为地质调查项目管理的重要抓手，并进一步完善地质调查项目绩效评价方法和指标体系，争取使绩效评价与项目技术评审、预算审查进行整合。

Study on the Performance Evaluation Method of Geological Survey Project and its Application

Based on summarizing the three-stage practice and exploration of performance evaluation of geological survey project in China，various types of performance evaluation for different purposes are proposed: for reflecting the role and contribution of the geological survey project; for increasing the internal management of the geological survey project; for monitoring and decision-making of the geological survey projectAnd the characteristics of the various types of performance evaluation are briefly describedFrom the aspect of three changing ideas，two evaluation systems，and four evaluation steps，the methods and procedures of performance evaluation for the purpose of internal management are highlightedAt last，the conclusions are pointed out: the performance evaluation should be taken as a key measure for the management of geological survey project; the methods and index system of geological survey project performance evaluation should be further improved; and the performance evaluation，technical review，and budget review of geological survey project should be integrated.
