| 摘 要： | 针对西部油气资源现状,认为未来西部油气资源开发的着力点在于:加强勘探开发,增加后备储量;实施科技创新战略,努力提高油气资源采收率;实行经济开采,合理利用国际国内两种资源;加大引资力度,促进对外开发;改革油气田审批制度,实行税费倾斜政策;改革天然气价格形成机制和现行行业管理体制;尽快制定鼓励和促进天然气开发和利用的激励政策;加强环保立法并开征环保税。

| Abstract: | BSTRACT: According to oil and gas resources in West China, the main work for oil and gas development should be stressed on strengthening exploration and development to improve reserves, striving to improve resource recovery rate with strategy of technology innovation, rationally using both domestic resource and foreign resource, strengthening investment inviting and promoting open-up policy, reforming approval system and taking tax preferential policy, reforming gas price form mechanism and current industry management system, formulating stimulate policy to promote gas development and usage, strengthening environmental legislation and levying environmental protection tax. |
