摘    要:为能更科学合理地评价各调水工程建设管理模式,从外部环境、管理结构、目标控制和资源配置4个方面,构建了工程建设管理模式评价指标体系。以南水北调东线某工程建设管理模式为例,运用超级决策软件,基于模糊集理论构建多属性决策模型,并结合实际情况,通过对网络分析法和熵权模糊方法的进一步运用,对工程建设管理模式进行了更为客观实际的综合评价,从而得到针对3种不同项目管理模式的决策,并确定了不同工程建设管理模式的最优方案。分析表明:调水工程建设管理模式符合工程实际情况,其结果较好地反映了工程建设管理模式的特点,可为调水工程建设管理模式的选择提供新的方法和思路。

Evaluation and selection of construction management modes of water diversion projects
Abstract:To assess the construction management modes of water diversion projects in a more scientific and rational manner, an index evaluation system based on the external environment, management structure, target control effect as well as resource al-location is established. Through the construction of a multi-attribute decision-making model based on the software of Super De-cisions and the theory of Fuzzy Sets, a more subject and practical comprehensive evaluation of the construction management modes of a certain project of the ERP of the South-to-North Water Diversion Project is conducted according to the reality of the project. By using the analytic network method and fuzzy entropy method, three different project construction management deci-sions are worked out and thus the optimal schemes for each management mode are determined. The results show:the water diver-sion project construction management mode is suitable to the reality of the project and reflects the characteristics of the mode, which can provide new method and thoughts for the selection of the construction management mode of water diversion projects.
