长江流域“十三五”水利发展思路与主要任务

在全面总结长江流域"十二五"水利发展主要成就的基础上,系统分析了"十三五"水利发展面临的形势。根据"中共中央关于制定国民经济和社会发展第十三个五年规划的建议"的总体要求和部署,提出了长江流域"十三五"水利发展的指导思想、基本原则、发展目标和发展理念,并围绕"四大体系"建设明确了长江流域"十三五"水利发展的主要任务。通过实现长江水利持续健康发展,可为流域乃至全国经济社会又好又快发展提供全面的水利支撑与保障。

Thinking on water conservancy development in Yangtze River Basin in 13 th Five-year Plan and major missions

Based on the summary of major accomplishments of water conservancy development in Yangtze River Basin during the 12th Five-year Plan, a systematic analysis on the situation of water conservancy development in the basin in the 13th Five-year Plan is conducted. In accordance with the general requirements and arrangements of The CPC's Proposals for Economic and Social Development in the 13th Five-year Plan of National Development, the guidelines, principles, targets and conceptions of water conservancy development in Yangtze River Basin in the 13th Five-year Plan are put forward, and major missions centering on the establishment of the"Four Systems"( the system of flood control and disaster mitigation, the system of comprehensive utili-zation of resources, the system of water resources and ecological environment protection, and the system of comprehensive man-agement of Yangtze River Basin) are decided. The sustainable and healthy development of water resources in Yangtze River can comprehensively support and guarantee the sound and fast economic and social development of the basin and even the nation.
