| Abstract: | Being the master plan of water conservancy, the No. 1 document by the Chinese Government gives the overall arrangement and top-level planning fnr water conservancy reform and development from 2011 to 2015. The paper provides an interpretation on the general outline and main construction tasks for accelerating water conservancy construction in the 12th five-year plan period. |
