我国水功能区管理立法现状与推进建议

水功能区管理对于促进水资源的合理开发和永续利用、改善水生态环境、保障我国经济社会可持续发展具有重大意义。近10年,中央及有关部门出台了一系列与水功能区管理相关的法律法规,在加强水资源管理与保护方面发挥了重要作用,但还远远不能满足水功能区管理的需要。通过研究我国水功能区管理立法现状,分析水功能区管理立法存在的主要问题,提出加强水功能区管理立法的相关建议,为开展水功能区管理立法工作提供参考。

Current situations and promoted suggestions on legislation of water function district management

Water function district management is significant for promoting water resource rational development and utilization, improving water ecological environment and ensuring economic and social sustainable development. In the recent 10 years, a series of laws and regulations have been worked out by the central and related government, which plays an important role in strengthening water resource management and protection. However, it still can not meet the demand of water function district management. Through the current situation analysis of national water function district legislation, the main problems are analyzed and the suggestions on strengthening management arc also proposed, which could provide a reference to carry out water function district management legislation.
