国际水库大坝管理经验对《水库大坝安全管理条例》修订的启示

随着中国经济社会的快速发展和技术进步,实施已20余年的现行《水库大坝安全管理条例》依据的法律环境及水库功能、管理体制、管理范围、管理内涵等已发生了巨大变化,难以满足当前水库大坝安全管理实际工作的需要,亟待修订。深入剖析了尽快修订《水库大坝安全管理条例》的必要性,在国际大坝安全管理实践与法规广泛调研的基础上,探讨了国际大坝安全管理经验对修订工作的启示,提出了修订工作的具体建议。

Inspiration from international experiences of dam management to amendment of Management Regula- tions on Reservoir Dam Safety Management

Along with rapid economic and social development and technical advancement of China, great changes have been emerged in the legal environment relied, reservoir function, management system, management scope and connota- tion by the Management Regulations on Reservoir Dam Safety Management which has been implemented for more than 20 years. Therefore amendment is needed so as to meet the requirement of dam safety management at present. The ne- cessity of revision of Management Regulations on Reservoir Dam Safety Management is examined. Specific suggestions related to amendment are put forward, based on international practice of dam safety management and wide-scope re- search of laws and regulations in the world and with the inspiration of international experience.
