| 摘 要： | 市政业是衡量一个城市近代化的标志之一。宁波设市后对宁波旧城展开前所未有的开发、建设和改造工作，初步形成了近代市政制度，使宁波城市面貌发生了迥异于昔日的重大变化。但因受制于地方势力的牵制、传统习俗的干扰、外国势力的影响和财政筹措的捉襟见肘，宁波市政建设因陋就简、迁就敷衍的现象时有发生，与上海等开埠城市相比，市政建设还比较落后，延缓了宁波城市近代化的步伐。

| Abstract: | Municipal administration is one of t he standards to evaluate city modern ization.Through the devel-opment,construction and transform ation of the old city,Ningbo has form ed modern municipal administration system which enables the city to have had such great changes.Yet because o f the ties of local forces,inter-ferences of traditional customs,in fluences of international forces an d shortage of funds for construction,the construction of modern municipal ad ministration has to make do with the meagre means at hand.Therefore the development of municipal administr ation in Ningbo is relatively slower than that of such trading port cities as Shanghai,which has thus delayed the pace of city modernization. |
