| 摘 要： | 总监理工程师行使合同赋予监理单位的权利，全面负责受委托的监理工作，对工程质量的好坏起着至关重要的作用。通过对总监理工程师工作过程的分析，对一个合格的监理工程师在思想素质、领导能力、知识素质、实践经验、身体素质等五个方面的基本素质进行了阐述。

| Abstract: | Chief engineer of management （CEM） exercises the rights given by the contract and takes the responsibility for the work entrusted by the client. Engineering qualities relate to the ability of CEM closely. This paper analyses the working process of the CEM,and points out five kinds of fundamental qualities the qualified GES should posses： thought, leadship ability, knowledge, practical experience and physical health. |
