| 摘 要： | 近几年来由于建筑市场竞争日益激烈,施工单位为了承揽工程,低价投标,甚至低于成本价投标;这种现象在社会上产生了很多负面影响,为了抵制这种现象,应当建立业主保函制度,执行《招投标法》,拒绝低于成本的投标。

| Abstract: | In recent years,due to the increasingly keen competitions in construction market,many construction organizations underbid and even bid with price lower than the cost price in order to contract more projects,which bring many negative effects in the society.In order to repel it,the system of letter of guarantee by employer should be established,and the Tendering and Biding Act should be executed to refuse the biddings with price lower than the cost price. |
