土地私有化评析与农村土地制度改革

学术界对于土地私有化的研究已形成了两大派别:一是支持土地私有化;二是反对土地私有化。通过对他们的观点进行分析后发现,土地私有化在中国农村现实条件下很不适合。而学术界关于土地制度的其它方案如国有化、复合所有制也有着相当的缺陷,不适用于农村现实,所以农村土地制度的改革只能从现有体制上进行完善。而目前土地改革形势决定了土地制度改革要从明确主体、建立机制、改变管理体制等方面进行。

The Analyze about Privatizing Ownership of the Land and The Reform of Rural Land System

The researches of academic circles have formed two big factions regarding privatizing ownership of the land: one side supports it; the other side is opposite. After analyzing their viewpoints, you will find that the land privatization is not fit the actual Chinese rural condition. But the other reform plan of academic circles about the land system such as nationalization, the compound system of ownership also has the its flaw, and is not suitable for the rural realityTherefore the rural land system reform can be made only to perfect the existing system. But the present situation has decided that the land system reform must make clear the aspect of property ownership, establish mechanism, change management system and so on.
