摘    要:一级开发大柳树高坝原始库容比二级开发小观音高坝多 4 0亿m3 ,库容大带来的好处体现在 5~ 7月可多向下游增供水量 ,缓解下游河道断流 ;延长泄放清水时间 ;增加发电效益 ;满足宁蒙河段防凌要求 ;增加汛期集中泄水 ,减缓下游河道淤积萎缩 ;满足南水北调西线工程水量调节要求等。为了更好优化配置黄河水资源 ,从全局和长远利益考虑 ,应采用一级开发方案 ,修建大柳树高坝大库

Abstract:The initial reservoir storage volume with the Daliushu high dam in one stage development is 4 billion cubic meters more than that with the Xiaoguanyin high dam in two stage development. The benefits from this large reservoir is embodied in the following aspects; increasing the downstream water supply in May to July and relaxing the downstream flow cut off situation, lengthening the clear water discharge duration, increasing the generation benefits, satisfying the icing protection demand in the Ningxia inner mongolia river stretches, emphasizing the centralized discharge in flood period and reducing the siltation and shrinkage at the downstream river courses and satisfying the requirements on adjusting the water quantity diverted from the West Route of the South to North Water Diversion Project, etc. To further optimize the reallocation of the Yellow River water resources and take into account the overall situation and the long term viewpoint, the development alternative in constructing the Daliushu high dam in one stage should be applied.
