天然气科技创新战略的绿色发展路径

近年来,我国大力推动能源产业的绿色发展。在"创新、协调、绿色、开放、共享"的理念下,选择绿色发展路径是天然气产业实现可持续发展的必然选择。为此,总结了天然气科技创新战略绿色发展路径的内涵,即在天然气科技创新全过程中实行绿色化、生态化管理,在"战略计划—战略实施—战略评估"的闭环管理过程中充分体现绿色发展思想。进而梳理了天然气科技创新战略绿色发展路径的实现过程:(1)实行绿色发展目标管理;(2)建立绿色技术发展体系;(3)推行绿色组织运行方式;(4)塑造绿色文化环境;(5)进行绿色绩效评估。最后,以中国石油西南油气田公司为例,验证了绿色发展路径的实践效果:(1)有效带动企业整体管理水平的提升;(2)促进企业节能减排目标的实现;(3)获得良好的社会生态效益;(4)形成生态文明建设支持技术与管理的模式及系列。

Green development path of natural gas technological innovation strategy

In recent years, China has been vigorously promoting the green development of energy industry. According to the concept of "innovation, coordination, green, opening and sharing", the green development path is an inevitable choice to realize the sustainable development of natural gas industry. In this paper, the connotation of green development path of natural gas technological innovation strategy was summarized. That is to carry out green and ecological management in the process of natural gas technological innovation and embody the idea of green development in the process of closed-loop management of "strategy planning-strategy implementation-strategy assessment". Then, the implementation process of green development path of natural gas technological innovation and strategy was clarified. First, conduct green development target management. Second, establish green technology development system. Third, implement green organization operation mode. Fourth, build up green culture environment. And fifth, carry out green performance assessment. Finally, the practice effect of green development path was verified with the PetroChina Southwest Oil & Gas Field Company as an example. It is demonstrated that by virtue of the green development path, the overall management level of the company has been improved, the company's target of energy saving and emission reduction has been promoted, good social and ecological benefits have been achieved, and support technologies and management modes and series for the construction of ecological civilization have been developed.
