能源资源格局与"一特三大"电力发展战略

就地平衡为主的电力发展方式与我国能源资源格局及未来能源和电力需求趋势已不相适应,需要研究新的电力发展方式。通过分析现状及其根源,兼顾电力与资源、环境、经济社会协调发展,论证了以发展特高压电网,建设大型煤电基地、大型水电基地和大型核电基地为主要内容的"一特三大"电力工业发展战略是合理和必要的,进而提出了"一特三大"电力发展战略的主要目标。分析表明,"一特三大"电力发展战略可以实现电力工业与能源资源、环境、运输、区域经济等的协调发展。

Energy sources distribution and power development strategy

The power development mode of local self-balance is unsuitable for the situation and demand trend of energy and power in China, so a new power development mode is wanted. Through analyzing current situation and its reason, with consideration of the power in harmony with resources, environment and economy society, the power development strategy of ultra-high voltage grid and large power bases mainly including development of ultra-high voltage gird and construction of large coal-power, hydropower and nuclear power bases is demonstrated. Furthermore, the target of the power development strategy of ultra-high voltage grid and large power bases is presented. Analysis illustrates that, the power development strategy of ultra-high voltage grid and large power bases can realize the harmonious development between power industry, energy source, environment, transportation and region economy.
