| 摘 要： | 对比传统评价方法,提出构建一个模糊综合评价模型来评价专利行政执法效果,该评价模型是对受多种因素影响的事物做出全面评价的一种十分有效的多因素决策方法,其特点是评价结果不是绝对地肯定或否定,而是以一个模糊集合来表示,其中评价指标体系的设置、评价过程与结果的模糊计算使得评价结论更趋向于实际.

| Abstract: | A fuzzy comprehensive assessment model of effect of implementation of patent law is proposed based on analyzing traditional assessment methods.The model considers not only quantitative and qualitative factors,but also some fuzzy factors.In this way,the process and outcome of assessment of implementation of patent law tends to the real situation. |
