| 摘 要： | 从环境外部性理论、产权理论等方面探讨了排污权交易制度的经济学基础。这些理论之间有着很密切的关系 ,排污权交易制度的经济思想就是以这些理论为基础而展开的。探讨排污权交易制度的经济学基础 ,不但在理论上可以对排污权交易制度有更为具体的理解和认识 ,而且在实践上有助于自觉而理性地对待排污权交易制度。并随着发展经济和保护环境这两个齿轮转动时 ,排污权交易制度将成为高质量的润滑剂

| Abstract: | The economics ground for tradable emission permits (TEP) is analyzed with externality, property right and other theories. The economic kernel of TEP is based on these closely-related theories. It will not only help reach a deeper theoretical understanding of TEP mechanism, but also contribute to practical rational self-adaptation to TEP. Moreover, TEP will be the high-graded lubricant for the working gears of economic development and environmental protection. |
