强化计量认证 提高实验室检测与分析能力

为更好地开展计量认证工作，以江西水环境监测中心为例，对当前水利系统在计量认证工作中存在的问题进行了剖析，指出：质量体系不完备，从事人员不足，上岗人员缺乏必要的培训，以及硬件条件不足是计量认证工作中存在的主要问题。解决问题的方法有：① 制定完善的质量体系；② 强化人才培养，大力开展经验交流；③ 推进管理工作创新，如“多合一”同步管理、强化内部审核、预评审等；④ 加大投入，改善实验室检测环境；⑤ 充分发挥主观能动性，积累经验，创新发展。

Suggestion on improving laboratory testing and analysis capabilities to strengthen metrological accreditation

In order to preferably carry out the metrological accreditation,the existing problems in the metrological accreditation are analyzed by the case of Jiangxi Water Environment Monitoring Center.As a result,the problems including the incomplete quality system,insufficient staff and necessary training,as well as the insufficient hardware conditions are pointed out.Furthermore,the solution to the problems are suggested as follows: formulating a well-developed quality system;strengthening the talent cultivation to promote the exchange of experience;innovating the management such as "all in one" management,strengthening the internal audit and pre-assessment;increasing investment to improve the laboratory testing environment;and developing the initiative to gain experience,innovation.The metrological accreditation can be done well based on the above five solutions.
