黄河下游防洪工程建设项目划分研究

通过对黄河下游防洪工程建设项目演化过程和影响因素进行研究,提出黄河下游防洪工程项目划分应构建符合黄委建设管理体制的项目架构,在初步设计阶段把握好项目确定和转批项目分解工作,在建设实施阶段从实现投资计划执行与建设实施的有机结合出发合理确定管理单元。同时,提出了黄河下游近期防洪工程项目划分意见。

Research of Division Method in Flood Control Project Construction of the Lower Yellow River

By analyzing the evolution and influence factors of flood control projects construction of the lower Yellow River,the article proposed that a framework of flood control works,which accorded with construction management system of YRCC,should be established.During the phase of preliminary design,it should be appropriately handled the project determination and breakdown.During the phase of construction,management unit should be rationally determined according to combination of implementation investment plan and construction.The article also proposed a view for framework of flood control works in the lower Yellow River.
