诚信评价在建设工程招投标中的运用研究

我国建筑市场信用制度不健全,建筑业中存在的信用环境恶化、失信行为普遍、失信惩罚不力、信用法制建设滞后等诸多问题开始凸现。如何构建完善的建筑业诚信体系,并将诚信体系评价应用到招投标中,以规范建筑市场并促进建筑行业的健康持续发展,已成为当前亟需研究的问题。论文对重庆市诚信体系的基本框架、管理模式和初步效应进行了分析和总结,对建立有效的诚信激励和失信惩戒机制有参考价值。

Study on Application of Credit Evaluation in Tendering and Bidding of Architectural Engineering

Because of the imperfect credit system, problems like the deterioration of credit environment, widespread dishonesty acts, lack of strict punish-ment for dishonesty and delayed credit legal system construction emerge in construction industry. How to build a complete credit system for the construc-tion industry and to apply it to bidding to regulate the construction market and promote the healthy and sustainable development of the construction indus-try has become the urgent problem to be studied. This paper analyses and summarizes the basic frame, management mode and preliminary effects of the credit system in Chongqing for reference.
