应急通信技术体系及标准化问题探讨

应急通信是应急指挥系统的重要组成部分，常规通信的发展使应急通信技术取得了巨大的进步。文章从多个角度总结了应急通信的技术体系，应急通信包括通信保障与通信恢复两个核心，涉及个人紧急情况和公众紧急情况，要满足公众、政府之间四个环节的通信需求，网络包括专网和公网两种类型。进而探讨了应急通信标准化工作，并建议加强新一代应急通信技术的研究。

Technology System and Standardization Issues of Emergency Communication

Emergency telecommunication is one of the most important parts of emergency commanding system, the development of regular telecommunication has pushed the improvement of emergency telecommunication technologies. The article summarizes emergency telecommunication from multiple point of view, emergency telecommunication includes two cores which are telecommunication assurance and recovery, personal and public urgent scenarios are involved, and four kinds of requirements among public and government need to be filled, private and public networks are included in emergency telecommunication system. The stan- dardization of emergency telecommunication also be discussed, finally the author suggests to study new generation emergency telecommunication technologies.
