摘    要:为了提高现有监控系统在实时性和可控性上的性能,满足日益迫切的安全需求,首先以GPRS为例,对移动网络中的视频编解码和远程命令传送等两个关键技术问题进行了探讨,并提出了有效的解决方案.进而在此基础上设计并实现了一个基于嵌入式平台的移动视频监控系统.通过将监控终端部署在智能手机、PDA和Pocket PC等移动设备,该系统允许用户对目标场景随时随地进行视频访问,同时利用Web Service技术实现了监控端对摄像头的远程控制,从而摆脱了传统监控系统对于监控回放地理位置的束缚,提高了整个监控系统的移动性、实时性、可控性和灵活性,为各类场馆、学校和家庭等场所的实时全方位监控提供了一个稳定、实用的解决方案.

Abstract:The increasingly urgent request for safety demands the surveillance system to have higher real-time and controllable performance.This paper designs and implements an embedded mobile video surveillance system based on the GPRS wireless network.Deployed on the mobile devices such as Smart phone,PDA and Pocket PC,the system is able to realize real-time video surveillance on the target scene anywhere anytime while performing remote control on the camera at the same time,which manages to get rid of the location restriction in traditional surveillance systems and improve its mobility,instantaneity,maneuverability and flexibility.The system could be conveniently transplanted to the next generation mobile network(3G) or device and deployed in stadiums,schools and families to monitor these places real-time.
