| 摘 要： | 北安市位于黑龙江省中北部，地处松嫩平原向小兴安岭过渡的中间黑土地带，典型的大陆性季风气候和丘陵漫岗地形，降水少且时空分布不均和坡耕地水土流失，缺少控制性蓄性蓄水工程和地下水埋藏深开采难度大，导致北安市和周边抗旱重点县一样属于旱灾多发区，1989年以来，连续13年受旱，年均因旱减收1亿元，严重制约了北域经济的发展，本文分析了旱灾的自然和人为六种原因，探讨出加强水资源管理，建设水资源工程，建立土壤水库和林草水库，推广节水灌溉，实施人工增雨等八种抗旱措施。

| Abstract: | Bei'an City lies in the north middle of Heilongjiang Provice.It is located at middle black earth zone of Song Nen Plain and Xiaoxing'anling Mountains and it is typical continental monsoon climate with hilly land.The city has little rainfall at irregular allocation in space time.There are not many water storage projects and groundwater is too deep to exploit so that lead to serious dray damage.This paper analyzes the artificial and natural reasons of dry damage,talks about the countermeasure of water resource management,construction of water head project,construction of soil grass reservoirs,spread of saving water irrigation,carry out artificial rainfall. |
