中国矿业的社区参与模式研究

摘    要:矿业开发的高额利益往往是以破坏资源地生态和损害地方福祉为代价。随着经济社会的发展以及对美好生活的向往,矿业社区要求发展的愿望越来越强烈。而在矿业开发中,企业往往不注重对周边社区建设与发展的支持,以至于企业与社区之间矛盾重重。为有效解决利益与发展之间的矛盾,本文借鉴国际矿业社区建设的成功经验,对中国矿业的社区参与模式进行研究。同时,提出了被动救助式、社区主导式、企业主导式和政府主导式等4种矿业社区参与模式,并剖析了这4种模式的内涵和组织结构。为政府、企业和社区三方的协调发展提供了思路,对中国矿业社区的建设与发展具有借鉴意义。

Abstract:The high interests of the mining development are often at the expense of damage to ecological environment and local welfare. Along with economic and social development and happy life yearning, there is an increasing demand for development of local Mining community. Yet, companies often do not pay attention to the construction and development of surrounding communities, and there are always tensions between mining companies and local communities. To effectively solve the contradiction between the interests and development, this paper studies Chia's mining community participation patterns by drawing on the successful experience of international mining community construction. Then, the author poses four mining community participation patterns: passive relief mode, government-orchestrated mode, community-led mode, and enterprise- sponsored, and the connotation of the four modes and organizational structure are also analyzed. It offers a good solution of coordinated development for three parties of government, business and community. Further, it is of great significance of reference to the construction and development of China's mining community.
