根据黄河防总提出的“抢险不跑坝,漫滩不死人”的防汛要求,在防汛抢险方面,提出了适当降低当前河道控导工程的防守标准,适当增加河道控导工程的防汛备料、调整料物的结构,调整抢险力量结构,有针对性地修订抢险预案及加强抢险队伍的安全保障等建议;提出了优化水库调度,实施两个“二级分化”的调度方法;在工程建设与加固方面,提出了加高加固标准不足的工程,继续安排根石加固和加快重点河段综合治理进度等建议;在滩区安全和政策方面,提出了国家对黄河滩区总体上要实行“主动减灾、积极避水、政策扶持”的方针和继续积极稳妥地破除滩区生产堤等建议。
