苏州开展“能效之星”活动,推动节能减排

为了探索和创建一种新机制,建立一个节能互动平台,全方位推动节能降耗工作,苏州市经信委借鉴国际上的碳减排自愿协议模式,提出创建"能效之星"活动的理念。"能效之星"活动是用能单位在一定期限内,经自愿申请、签订协议、实施过程控制、进行成果评价、总结推广的模式,通过加强节能管理、采取切实可行和先进的节能技术措施,最大限度的提高企业的能源绩效。2010年,首期苏州"能效之星"活动实现节能约70.2×104t标准煤,减少CO2排放175.5×104t,产生经济效益约7亿元人民币。"能效之星"评价规范已成为江苏省地方标准(DB 32/T 1696—2011),并于2011年2月24日实施。"能效之星"活动得到了美国能源基金会和英国发展基金的支持。为了完善"能效之星"活动,建议抓紧出台相关配套支持政策,提高企业参与的积极性;加强与上级有关部门沟通,向全国推介"能效之星"活动;深化国际交流与合作,拓展活动范围和内涵。
