| 摘 要： | 巴州面临水资源严重短缺的危机，建设节水型社会是实现区域社会经济可持续发展的战略选择。通过对巴州水资源现状分析，指出水资源开发利用中存在的问题，并结合实际，提出了只有建立以水权管理为核心的水资源管理制度体系、与区域水资源承载能力相协调的经济结构体系、与水资源优化配置相适应的节水工程体系、与节水型社会建设相适应的科研节水服务支撑体系等“四大体系”，通过对水资源的合理开发、高效利用、全面节约、有效保护和科学管理，才能实现区域水资源可持续开发利用。

| Abstract: | Bazhou confronts the shortage of water resources. To achieve a sustainable development of the region＇s economy and society, the construction of water saving society is the strategic choice. In this paper, through the analysis for the present situation of water resources in Bathou, points out existing problem in the development and utilization of water resources. Combined the reality, put forward ＂the four system＂, through the reasonable exploiation, high effective utilization, completely saving and efficient protection and scientific management for the water resources, the regional water resources sustainable exploitation and utilization can be realized. |
