| Abstract: | In this paper, taking a certain food enterprise for example, we make a breakdown decision making process for the selection of investment sites by applying the theory of system engineering. The process consists of a series of decisions, including the division of market area, the promotion of possible cities for investments and the sequence of investments to those cities. |
