城市规划与房地产开发是宏观与微观、整体与局部、长期与短期的关系,后者应服从前者、前者应兼顾后者。目前城市规划与房地产开发充满矛盾,出现了城市规划滞后于项目开发、一些大型基础设施建设缺乏远景规划、居住人口结构不均衡等问题。应以城市规划引导房地产开发;发挥土地供应规划对房地产市场的调控作用;加快房屋产权发放速度,简化房屋交易手续;建立房地产市场预测警报体系。
