城市规划与房地产开发的协调共生

摘    要:城市规划与房地产开发是宏观与微观、整体与局部、长期与短期的关系,后者应服从前者、前者应兼顾后者。目前城市规划与房地产开发充满矛盾,出现了城市规划滞后于项目开发、一些大型基础设施建设缺乏远景规划、居住人口结构不均衡等问题。应以城市规划引导房地产开发;发挥土地供应规划对房地产市场的调控作用;加快房屋产权发放速度,简化房屋交易手续;建立房地产市场预测警报体系。

Abstract:The relationship between city planning and real estate development is that of the whole and the part,long term and short term,wherethe latter obeys the former,the former giving attention to the latter.However,at present,there are many contradictions between city planning andreal estate development.For instance,the city planning lags behind the project development,the construction of some large infrastructureprojects lacks long term planning and the population composition is out of balance,etc.Therefore,real estate development should be guided bycity planning,bringing into full play the control and adjustment function of land supply planning in the real estate market,speeding up the grantingof house ownership certificates, simplifying the procedures for house exchange and setting up a prediction and warning system for the realestate market.
