长江中游防洪减灾若干问题及对策

在分析1998年大洪水后国家对长江防洪的巨大投入和产生的可观效益的基础上,对长江中游存在的一系列防洪减灾问题如三峡建库后长江中游的河势变化、中游干流的超额洪水、中下游堤防的设计洪水位、分蓄洪区建设、非工程防洪措施等进行了论述.提出解决洪水安全问题的相关对策,对长江防洪的规划、设计、科研,及流域的经济和社会可持续发展等方面的工作具有一定的参考价值.

Issues on flood control and disaster mitigation in middle reach area of the Yangtze river and countermeasures

Based on analyzing the large state investment in the Yangtze river flood control after the 1998 flood and its remarkable benefit in flood control, a series of problems on flood control and disaster mitigation, such as the river regime evolution of the middle Yangtze river, the excessive flood discharge in the main stream of the middle Yangtze river, and the design flood level of dykes, construction of flood diversion and flood storage areas and non-structural flood control measures in the middle and lower Yangtze river, etc., after the completion of the Three Gorges reservoir, are expounded. Corresponding countermeasures for flood control are put forward. These countermeasures may be available for reference in the planning, design and scientific research of the Yangtze river flood control.
