| 摘 要： | 四川省龙门山沿线的城乡居民点在"5.12"汶川特大地震中遭受巨大破坏。北川、青川、汶川县城等城镇都曾提出要异地选址重建。与此同时,还有相当一部分农村居民点由于土地灭失,已无原址重建可能,同样面临着撤并或异地重建的问题。城乡恢复重建,特别是涉及到异地重建,应科学决策,慎之又慎。重建选址在确保安全的前提下,应综合考虑选址对地区长远发展的影响,遵循就地就近的原则,充分听取和尊重灾区群众的意见,坚持灾后重建科学有序。

| Abstract: | "5.12" Wenchuan earthquake has made a devastating impact on human settlements along Longmen Mountain of Sichuan Province.The county governments of Beichuan,Qingchuan and Wenchuan have proposed to relocate and reconstruct the county seat.Meanwhile,a large number of rural settlements are faced with the problem of relocation.The post-earthquake settlement relocation is a vital issue.Based on the safety principle,the site selection should comprehensively analyze the long term impact on the region,respect the opinions of local people,and adhere to the principle of proximity,and insist the scientific way in the reconstruction. |
