南水北调中线工程水源区生态补偿优先系数研究

摘    要:鉴于南水北调中线工程水源区生态补偿是协调水源区与受水区区域发展的重要机制,先依据中国大陆单位面积生态服务价值当量测算水源区生态服务价值量,再按照区域生态服务价值与GDP比值计算了水源区不同行政区域的生态补偿优先系数,最后按照水源区生态补偿优先级别划分方法将水源区生态补偿优先次序划分为四个级别。结果表明,中线水源区最高级别的补偿区域共有6个县,其中5个县隶属陕西省,1个县隶属湖北省;生态补偿级别较低的县(区)共有4个,主要包括汉台区、张湾区、茅箭区和神农架林区等。

Study on Priority Level of Ecological Compensation in Water Source Area of Middle Route of South-North Water Transfer Project
Abstract:Ecological compensation is an important mechanism to coordinate the development of water source area and the area of water receiving area. Firstly, this paper calculates the ecological service value of water source area based on the unit area ecological service value in China. Then, according to the ratio between the value of regional ecosystem service value and GDP, the ecological compensation priority coefficient of different administrative regions in water source area is calculated. Finally, the paper gives the divided method of area ecological compensation priority, and the water area ecological compensation priority is divided into four levels. The results show that the number of the highest level of compensation is 6, namely 5 counties in Shaanxi Province, 1 county in Hubei Province. The lowest level of compensation is mainly including Hantai District, Zhangwan District, Maojian District and Shennongjia forest District.
