摘    要:在石油企业重组改制上市后 ,建立了新的管理模式和经营机制。市场经济条件下应建立与之相适应的计划管理模式 ,从重生产计划转向重生产经营计划 ;从重投资计划转向重效益计划 ;从重短期计划转向重长期计划 ;从重局部计划转向重全面计划。强化企业发展战略计划管理 ,促进企业可持续发展 ;建立以项目为主线条的全过程计划管理 ;以市场为导向 ,实施全面生产经营计划管理 ,提高企业效益

Abstract:New administrative model and management system are set up inside the petroleum enterprise after its reorganizing and going on the stock market. So the corresponding planning administrative model should be built up under market economy condition. That is, the planning focus should be shifted from production to productive management, from investment to benefit, from short period to long period and from partial plan to all round plan. Guided under the market, we should carry out all round plan. Guided under the market, we should carry out all-round productive and management planning administration to raise the benefit of the enterprise.
