摘    要:通过对"郑东新区"和"钉子户"两个规划议题的分析,运用"交往规划"的相关理论,归纳了目前我国大众媒体中城市规划公众参与的特征——在整个参与过程中,公众的力量较实体环境下更强大、更主动、更多元,整个过程本身也更为动态和复杂。认为这一参与模式也是松散和脆弱的,自上而下和自下而上的参与体系并没有形成有效的沟通机制。基于这些特点,建议规划部门及规划人员及时调整自身角色,学会使用大众媒体的语汇,积极主动地融入大众媒体交流中,与其他公众参与者在沟通、理解的基础上达成合意,实现城市规划在方法论上的"交往理性"化。

Abstract:This paper analyzes two widely dis-cussed issues relating to urban planning,the "Zhengzhou new district" and the "holdouts". Ap-plying the theories of "communicative planning",it summarizes the features of public participation in urban planning on the platform of mass media which is that the public participants are more powerful,positive and diverse,and the holistic process is more interactive and complex. However,up to now,the process is still loose,fragile,and no communication mechanism has been introduced. The argument is that the planning authorities and planners should adjust their roles to take the increasing influence of mass media into their consideration. It is necessary for them to transcend the instrumental reason,learn to use the language of mass media,take part in the process initiatively and communicate with other participants so that the final consensus can be properly achieved.
