社会保障制度作为社会文明和社会进步的成果,作为现代市场经济时代一个国家基本经济社会制度的组成部分,必须体现以人为本的价值、体现一种现代文明社会的公平性原则,起到社会安全网的作用。中国在市场经济转型过程中,应加快建立健全与经济发展相适应的社会保障制度的建设,把以人为本作为改革发展战略中基本性的问题,以解决贫困问题为重点,从惠及部分社会成员转到覆盖全体社会成员。
