水利工程生态效应的区域响应评价体系

摘    要:研究水利工程生态效应的区域响应问题,对于实现区域社会、经济与生态系统等的可持续发展和水资源可持续利用,实现人与自然的和谐相处,具有重要的科学意义和广阔的应用发展前景。通过对水利工程生态效应区域响应内涵的定义,响应发生的机理和层次的阐述,评价体系和模型的建立,以飞来峡水利枢纽工程为例进行了评价。结论是:总体上表现为生态正效应,但生态正效应很一般;如果枢纽工程的运行和管理措施不当,也容易导致区域生态负效应的出现。

Abstract:It is vital of studying regional response of ecological effect of water project, so as to realize sustainable development of society, economy and ecosystem of the region and harmonious coexistence of people and nature, which have vital scientific meaning and bright application future. The assessment system and model of e- cological effect were developed by means of defining inherent, mechanism and level of response of regional response assessment system, combining the case of Feilaixia Water Complex. The conclusion is that positive effect is shown in general but the ecological positive effect is low and regional negative effect is prone to happen if operation and maintenance of water complex is inappropriate.
