| 摘 要： | 回顾了2003年以来国家出台的一系列涉及征地、出让、物权、审批、开发控制、低收入住房等多个层面的土地"紧缩性"政策。对城市规划学科未对土地及其相关政策给予较深入研究的状况进行了综述。鉴于此,认为如何建土地利益共同体,如何培养一个能促进土地集约持续利用的地方政府等将是近期亟待研究的重要议题。

| Abstract: | This paper reviews and evaluates the restrictive land polices issued by the central gov-ernment since 2003 including land expropriation, land ownership transfer, property right, examination, de-velopment control and housing for low income house-holds and so on. After analysis it argues that how to set a land interest share mechanism and foster a local government promoting intensive land use are urgent issues at present. |
