| 摘 要： | 根据长江流域水资源、用水和缺水特点．讨论了用水总量控制面临的主要问题。提出了适合长江流域特点的用水总量控制管理的原则和方法，包括监测断面的确定、区域用水合理性分析和用水指标分配等。最后，提出总量控制管理需要的监测和计量系统，该系统可以为长江流域总量控制和监督管理提供重要依据。
