| 摘 要： | 分析了长江流域21世纪头10年水利工作取得的成绩和目前在新形势下仍存在的问题,阐述了中央一号文件给长江水利发展带来的重大战略机遇。根据中央一号文件精神,提出了未来10年流域水利实现跨越式发展的战略目标和加强防洪减灾、水资源综合利用、水资源与水生态环境保护、流域综合管理等重点任务。
