煤矿风险综合分级及其指标体系构建研究

摘    要:煤矿风险分级是实行煤矿分级监管和将商业保险引入煤矿安全生产领域的基础.本文首先论述了煤矿风险分级的必要性和重要意义,对煤矿进行风险分级要综合考虑煤矿的主要致灾因子、安全防范因子以及应急救援因素,故将以上三项因素作为构建煤矿风险分级指标体系的一级指标.考虑煤矿主要灾害的影响因素在煤矿主要致灾因子一级指标下划分了12个二级指标,考虑到煤矿的安全防范因素众多在安全防范因子下划分了包含3~10个三级指标不等的6个二级指标,在应急救援因子一级指标下设置了7个二级指标.综合以上构成了完整的煤矿风险综合分级指标体系.
