关于整装勘查区矿业权管理综合改革的思考

矿业权管理综合改革已经进入深水区.要在整装勘查区快速实现找矿突破,实现“三五八”宏伟目标,必须用新政策、新手段、新方法,走局部试验、总结经验、整体铺开的道路.本文提出在整装勘查区率先推进矿业权管理综合改革,通过充分调动投资方、地勘单位、地质找矿科技人员、地方政府、矿区居民五方的积极性,建立五方共赢机制,实现整装勘查区“扩权、搞活、创新、公平”的目标.文章最后提出了改革的路径和建议.
