小型水库除险加固绩效评估指标体系研究

我国小型水库面广量大，近年来国家投入大量资金对小型水库实施除险加固，因此迫切需要开展除险加固绩效评估工作，而建立科学有效的指标体系是开展绩效评估的重要前提和基础。为此，基于小型水库及其除险加固的特点，阐述了评估指标体系建立的原则、步骤以及指标筛选准则，构建了小型水库除险加固绩效评估指标体系; 通过分析不同指标的描述对象及特点，制定了相应的信息获取和调查方法。通过实际工程案例分析表明，本评估指标体系构建思路切实可行，与较传统评价指标相比可更全面客观地反映除险加固绩效情况，为小型水库除险加固绩效评估工作奠定了基础和科学依据。

Study on performance assessment index system for risk-elimination and strengthening of small-scale reservoir

The establishment of a scientific and effective index system is an important premise and foundation for the performance assessment on the risk-elimination and strengthening of small-scale reservoir. Therefore，the principle，procedure and criteria of index screening for establishing the assessment index system is expounded in accordance with the characteristics of the the smallscale reservoir and its risk-elimination and strengthening，and then the assessment index system is established. Through analyzing the discribing objectives and characteristics of different indexes，the relevant methods for the information acquisition and investigation are made. Through the analysis made on the actual engineering case concerned，it is indicated that the idea of the establishing the assessment index system proposed herein is practicable and feasible and can comprehensively and objectively refelct the performance of the risk-elemination and strengthening if compared with that of the conventional assessment system，thus lays a foundation and a scientific basis for the the performance assessment on the risk-elimination and strengthening of small-scale reservoir.
