交叉流高固气比悬浮预热预分解技术和高性能低消耗新型水泥将成为新世纪水泥科技进步的主导方向．工业废渣、城市建筑和生活垃圾的资源化利用．将使水泥工业成为绿色工业的先行行业．而我国水泥工业的技术跨跃，有赖于新型水泥材料及其生产过程基础理论研究的原创性突破．衡量专业基础理论研究原创性突破的原则为：生产力发展对新理论是否需求(适时性)，新理论是否涵盖旧理论(包容性)，新理论是否揭示了前人或旧理论没有(或无法)说明的规律(新颖性)，新理论是否对本领域的技术进步有前瞻性的指导意义(先导性)．

Further comments on the progress of science and technology of cement industry in 21st century (Ⅱ)

In the 21~(st) century,new types of high-quality and low-energy consuming cement and the alternative streaming,high solid-gas ratio suspension preheating-precalcining technology will signal the direction of the technical development of China's cement industry. The recycled utilization of industrial slag, urban construction waste,and the household refuse will eventually enable the cement industry to rank as the pioneer among the green or non-pollutant industries. On the other hand,the technical promotion in China's cement industry will definitely depend on the original breakthrough in the establishment of elementary theory concerning the new types of cement materials as well as its process of production. The leading principles followed for evaluating such breakthroughs on the basic theory generally include:its availability,i.e. whether or not the new theory is a real demand by the productive development;its compatibility,i.e. whether or not the new theory can well overlap the long-established ones;its innovativeness,i.e. whether or not the new theory can reveal the laws that the previous theories were unable or have failed to advance;and its precursorship,i.e. whether or not the new theory can act as a prospective guide in the technical promotion in the corresponding spheres of study.
