油气田工程技术服务承包商安全管理难点与对策——中国石油西南油气田公司承包商管理实践

摘    要:承包商安全管理是油气田安全生产管理的薄弱环节和难点。为实现中国石油西南油气田公司与承包商互利双赢、安全清洁发展,分析了承包商安全管理的难点:队伍数量不均衡、HSE措施费用投入不足、未实现全过程监督管理与动态考核、未执行统一的健康安全与环境管理规定、员工素质较低等。并针对性地提出了控制承包商数量与质量、建立承包商分类管理制度、建立承包商HSE管理信息系统、严格承包商量化考评、严格承包商培训考核、严格执行统一的健康安全与环境管理规定等对策措施。实践证明,通过实施上述对策措施,承包商作业现场安全管理趋于规范,违章行为大幅降低,事故事件得到明显遏制。这些对策措施对推进承包商“转变观念、养成习惯、提高能力”具有一定的理论和实践意义。

Abstract:The safety management of contractors is the weak and difficult point in the safe production and management at oil and gas fields. This paper aims to achieve the mutual benefit and win win between contractors and the operator of PetroChina Southwest Oil and Gasfield Company. First, it analyzes the difficulties in the safety management of contractors, such as the unbalanced staff numbers, shortage of HSE measures cost, failure of whole process supervision and dynamic assessment, no uniformed HSE regulations, low quality of staff, etc. Then, it accordingly puts forward the following countermeasures: to control the quality and quantity of contractors, to build a classified management system of contractors, to construct a HSE management information system of contractors, to strictly implement the quantitative evaluation of contractors, to strictly train and test contractors, to strictly perform the uniformed HSE regulations, etc. Field practices for contractors show that with the above countermeasures, the safe management is well regulated; violation behaviors of contractor's staff are significantly reduced; and accidents are obviously prevented. The above countermeasures are of theoretical and practical significance to helping contractors to change their old concepts, form their good habits, and improve their competitive ability.
