我国应急调水补偿机制的初步探讨

摘    要:随着全球气候变化和人类活动的加剧,干旱、突发性水污染等事件对我国城市水源地、湿地、河湖水系等威胁越来越大,实施应急调水是应对此类事件的有效措施。在分析我国应急调水现状及存在问题的基础上,对应急调水及其补偿机制内涵、应急调水补偿制度框架及其相关问题进行了初步探讨,为规范我国应急调水工作和进一步开展应急调水补偿机制研究奠定了基础。
