事业单位视野中的高校职能辨析

事业单位与企业单位的划分管理是中国特有的模式。事业单位是以政府职能、公益服务为主要宗旨的一些公益性单位、非公益性职能部门等。它参与社会事务管理,履行管理和服务职能,宗旨是为社会服务。高校是事业单位,职能只有一个,就是社会服务。人才培养、科学研究、社会服务三个职能的提法,既不符合逻辑,也不科学。正确提法应该是：高等学校的职能是社会服务,社会服务的两个途径是人才培养和科学研究。

Analysis of the Function of University from the Perspective of Public Units

Public units and enterprise units are two parts of social management system in China.It is Chinese characteristic model.Public units are those which are commonweal or noncommonweal organizations aiming at government functions and public services.These units engage in social affairs management,and perform the functions of management and service.Their main purpose is to serve the society.University belongs to public units.The only function is to serve the society.The saying of cultivating talents,scientific research and serving the society are neither scientific nor logical definition.The correct definition is that the function of university is to serve the society,and its two channels of serving the society are talents cultivation and scientific research.
