基于AHP和模糊综合评价模型的小型水库标准化管理水平评价

摘    要:利用层次分析法建立了小型水库标准化管理评价指标体系,体系包含4个一级指标和16个二级指标,并利用模糊数学理论建立了小型水库标准化管理水平评价的模糊综合评价数学模型.根据指标特点,模型采用专家估测法计算各指标权重,并利用专家评定法计算单因素评判矩阵.采用建立的评价模型对都昌县石头涧水库标准化水平进行了评价,结果表明:石头涧水库标准化管理水平一般,基本符合水库管理实际;该评价方法较科学合理,具有一定的适用性.

Abstract:The paper used AHP to establish the evaluation index system of standardized management for small reservoirs,including 4 primary indexes and 16 secondary indexes.It also used the fuzzy mathematics theory to establish the fuzzy comprehensive evaluation model of standardized management level evaluation of small reservoirs.According to the characteristics of indexes,the model was used the expert estimation method to calculate the weights of each index,and used the expert evaluation method to calculate the single factor evaluation matrix.At last,it used the established evaluation model to evaluate the standard level of Shitoujian reservoir in Duchang county.The results show that the standardized management level of Shitoujian reservoir is average,and basically practical for the reservoir management.In conclusion,this evaluation method proves to be relatively scientific and reasonable,and also has certain applicability.
