核电发展要把握好成熟性和先进性之间的关系

2007年l0月,国务院批准颁发了《核电中长期发展规划(2005～2020年)》,核电发展任务十分艰巨。本文通过分析当前我国主要发展的二代改进型核电技术和三代核电技术在安全性、经济性等方面的优缺点,论述了二代改进型技术的现实性和三代技术的先进性,建议在当前阶段,周全考虑二代改进型技术和三代技术各自的优势和劣势,把握好成熟性和先进性之间的关系,采取两步走的策略和步骤,既能解决核电容量不足的矛盾,又能跟踪和发展三代核电技术,从而确保核电又好又快又安全的发展。

Relations between Practicability and Advanced Should be Assured in Developing the Nuclear Power

In October 2007,the State Council of China approved and enacted《Plans for Mid-Term and Long-Term Development of Nuclear Power(2005-2020)》and the current situation is fairly arduous to develop nuclear power.The paper analyses the advantages and disadvantages from the aspects of safety and economy in regards to the second generation improved technologies and third generation technologies nowadays mainly developed in China,the paper also discusses the maturity and advantages of the second generation improved technologies and third generation technologies respectively.Meanwhile,the paper proposes that the strengths and weaknesses of second generation improved technologies and third generation technologies should be care- fully taken into consideration and the proper relationship between their maturity and advanced nature should be well-grasped in the current stage,taking two-step strategy as a solution to solve the problem of insufficient capacity of nuclear power,following and developing the third generation nuclear power technologies so as to ensure the fast and sound development of nuclear power.
