| 摘 要： | 文章以突然爆发的新型冠状病毒肺炎疫情为研究背景,深刻反思城市规划在公共卫生突发事件响应方面的短板及现状城市韧性的不足,提出编制疫情防控规划的必要性,并总结规划编制中的难点与重点,探索疫情防控标准、防控体系、用地与设施、大数据应用系统、生命线工程、灾后恢复和规划实施等方面的内容与要求,以期为完善国土空间规划体系与提高城市韧性提供基础,为疫情防控规划编制提供参考。

| Abstract: | Based on COVID-19 epidemic,the paper reflects on the inadequacy of urban planning in public health emergency event,indicates the necessity of epidemic prevention planning,concludes its key points and difficulties,studies the content from epidemic prevention standard and system,land use and facilities,big data application,life line projects,after-disaster restoration,planning implementation.It sets a foundation of integrating national land use and spatial planning system and improving urban resilience,and provides a reference for the compilation of epidemic prevention planning. |
